Government workers to get 10% pay rise in 2019

Public sector workers who fall under the single spine salary structure are to enjoy a 10% pay rise across board beginning January 2019.

This was contained in a statement issued by the Finance Ministry Wednesday after a meeting with the various stakeholders.

“Following the conclusion of negotiations on the 2019 single spine base pay, approval is hereby given for the attached salary structure marked ‘Appendix A’ to be used to effect the payment of salaries of public service institutions on the single spine salary structure. The attached structure incorporates a 10% across board salary increase.

“The effective date of implementation is January 1, 2019. In Accordance with government’s white paper on the guidelines for the implementation of market premium, you are reminded that the payment of interim market premium to existing beneficiaries should be the absolute amount calculated on the 2012 and not the enhanced 2019 single spine base salaries,”the statement said.

This comes on the back of a statement President Akufo-Addo’s made during the May Day Celebration in Kumasi.

He said the government will soon review the single spine salary structure. President Akufo-Addo said the review would take into consideration productivity, comparative salary standards in the private sector, and international salary standards among other factors.

The President said the review has become necessary because he wants to establish a world-class labour force comparable to one anywhere else in the world.

“As we seek to establish a world-class labour force comparable to any in the world, we must address the concerns of workers in the public sector over their remuneration. An inter-ministerial committee is being established by the Ministries of Employment and Labour Relations and Finance, to undertake the review of the single spine pay policy and make recommendations for implementation by government.”

He also explained that the review has become necessary because since the introduction of the pay policy in 2010 there has not been any significant review.

“Having operated with the policy since its inception in 2010, it is time to institute this review. The team is expected to do a thorough review of both public and private sector pay policies, not only in Ghana but across the globe to make informed recommendations for implementation. Productivity should be taken into consideration in the determination of remuneration for work done by employees in both the private and public sectors.”

The Single Spine Salary Structure (SSSS) is one of the major components of the Single Spine Pay Policy (SSPP) introduced by the Government of Ghana and got implemented in 2010, to regulate the payment of public service workers especially those under article 190 of the 1992 Constitution of Ghana.
