Complete reversal of benchmark discount policy on goods and vehicles starts 1 January, says GRA

The GRA said there will be transitional arrangements to provide a storage-free period for consignments discharged on 31 December 2022

The Ghana Revenue Authority (GRA) has announced a complete reversal of the 30% discount on import values of general goods and 10% discount on home delivery value (HDV) of vehicles effective 1 January 2023.

In a statement on Thursday (29 December), the GRA said there will be transitional arrangements to provide a storage-free period for consignments discharged on 31 December 2022.

In addition, all pre-arrival declarations processed and taxes paid even when the goods have not arrived before 1 January 2023 will not be affected by the complete reversal policy.

The GRA urged all customs commanders to ensure that copies of the directive are made available to their officers and all other stakeholders.

Meanwhile, the Office of Special Prosecutor (OSP) has expressed satisfaction with investigations into auctions of vehicles and other goods by the Ghana Revenue Authority (GRA).

In a statement on Thursday, 29 December, the Special Prosecutor, Kissi Agyebeng said: “following its various investigations and interventions at the Customs Division, the Government has reversed the discretionary discount on the free on board (FOB) value of goods and the home delivery value (HDV) of vehicles effective 1 January 2023”.

“The new policy effectively shuts all avenues for officers of the Customs Division to grant discretionary markdowns and removes opportunity for corruption and corruption-related activities.”

The statement insisted that the various investigations by the OSP at the Customs Division will still proceed without hindrance “and the Office will monitor the implementation of the new policy”.
