Kwabena Donkor: I never erred in signing GPGC agreement

The former power minister says he is ready to be investigated for signing the (GPGC) agreement if he is invited by the criminal investigation department (CID)

Kwabena Donkor, a former power minister, says he did no wrong by signing the 2015 Ghana Power Generation Company (GPGC) agreement.

Speaking in an exclusive interview with Beatrice Adu on The Big Bulletin, Dr Donkor said, “I didn’t incur the debt for signing the agreement. We incurred the debt for wrongful termination as determined by the arbitration panel and upheld by the London court.”

On whether he erred by signing the contract, he responded: “Erred in getting power for Ghana? Erred in ending load shedding? Erred in contracting the cheapest thing? No, I never erred.”

Dr Donkor added that Ghana could have negotiated skilfully with GPGC before terminating the agreement.

“We definitely could have done a better job by negotiating the termination if there was the need, because we had options,” he said.

“We could have deferred the project – that was one option. The second option was to negotiate the termination. The [GPGC] people went to court because we unilaterally terminated.”

Stop politicking

However, the former power minister said it is unfortunate when the Attorney General casts aspersions on air even before investigations start.

“Well, if he [the Attorney General, Godfred Yeboah Dame] wants to be the judge in his own court, fine … if you are asking them to investigate, I don’t think you do this politicking on radio or TV. 

“You expect an attorney general to be sober and then if he thinks there is a reason for investigations, you make professionals do the work first before making pronouncements.”

Donkor added, “It is his right as Attorney General to ask for investigations. And this is not going to be the first time that I have been investigated: remember AMERI and others.

“Fortunately, the police CID is a very professional outfit. Of course, if they invite me, I will come and state the facts and the facts will speak for themselves.”

Dr Donkor added, “It is unfortunate when the Attorney General casts aspersions on air even before investigations. It’s unfortunate.”
