Ken Ofori-Atta, the Minister for Finance, is expected to present the Budget Statement and Economic Policy of the government for the 2022 financial year to Parliament on 17 November.
The Minister of Parliamentary Affairs and Majority Leader, Osei Kyei-Mensah-Bonsu, made this known in Parliament on Tuesday (26 October).
The Ministry of Finance had earlier announced 15 November as the presentation date. Announcing the new date, Kyei-Mensah-Bonsu advised Members of Parliament to scrutinise the Budget before approving it.
He said they were expected to approve the Budget by 17 December, which means they have very little time to scrutinise it.
Deal proactively with allocations
“Ideally a Parliament should spend about eight weeks in interrogating budgets [but] we don’t have the luxury of time,” Kyei-Mensah-Bonsu said. “We are not going to be able to spend eight weeks interrogating the Budget.”
He added: “We only have about four weeks. And that is why I will entreat the committees to act in conjunction with their sector ministers, very proactively to deal with the allocations as early as possible and not just rubber-stamp …
“[I urge] very intelligent scrutiny of the allocations, so that when it comes to the passage of the appropriations on 17 December … we can tell ourselves that we have done justice,” he said.
