Speaker Bagbin: Parliament will debate and decide on Adwoa Safo’s fate

Speaker Alban Bagbin said the whole House will determine the fate of three New Patriotic Party (NPP) Members of Parliament (MPs) who absented themselves for more than 15 sittings

The Speaker of Parliament, Alban Bagbin has ruled that the House will debate on the removal or otherwise of Dome Kwabenya Member of Parliament, Sarah Adwoa Safo and two others.

Delivering his ruling in Parliament on Wednesday (26 October), Bagbin said, “Any other committee is subject to the consideration of the House by way of a motion. Again I am inspired and convinced that this position of the law by provision of the constitution. The decision as to whether or not to admit a motion is the exclusive preserve of the speaker.”

He added, “In view of the foregoing, the House is well within its right to receive and consider the report of the committee and make a determination arising out of the recommendation…it is my ruling that the motion was rightfully admitted and the report of the committee is subject to the consideration of the House.”

“It goes without saying that the preliminary objection of the Majority Leader to the admissibility of the motion for the consideration of the report of the committee is hereby dismissed…” Bagbin said.

“Ruling is unfortunate”

However, the ruling did not sit well with the Majority Leader Osei Kyei-Mensah-Bonsu. He said the Speaker’s ruling “is unfortunate” and served notice that he will come to the House with a substantive motion to challenge it.

“I must state that I don’t know where you are taking this House … Me Speaker you have made a ruling which I totally disagree with. I think it doesn’t sit with the constitution.

Listen to the audio below:

He added, “I’m expressing my discomfort with this unfortunate ruling that you have made…and with your own earlier statement that you made in this House with regards to this thing, it’s very inconsistent…I’m serving notice we’ll come with a substantive motion to challenge your ruling…”

The Majority Caucus wanted Adwoa Safo’s seat to be declared vacant but this was opposed by the Minority.
